Reserch On The Dynamic Mechanism And Path Of High-quality Economic Development In The Three Gorges Reservoir Area

Under the background of the economic transformation to high-quality development and the needs of the follow-up development of the Three Gorges Reservoir Area,and based on the characteristics of the current situation of economic development and power in the Three Gorges Reservoir Area,this paper analyzes the driving role of innovation and regional synergy on the high-quality economic development and discusses the path,which has certain theoretical and practical reference value for promoting the high-quality economic development of the Three Gorges Reservoir Area.Firstly,the literature such as high-quality economic development and driving force and the path of high-quality regional economic development are sorted out,and based on relevant theories such as regional development theory and stage theory,innovation theory,synergy view and sustainable development theory,innovation and regional synergy are the two main driving forces for the high-quality economic development of the Three Gorges Reservoir Area.Through the production function model and static game model,the mechanism and method of promoting high-quality economic development of the two dynamics are analyzed theoretically.Secondly,the current economic development status and development momentum of the Three Gorges Reservoir Area and its internal regions are summarized by comparative analysis,and the current economic drivers characteristics of the Three Gorges Reservoir Area and its internal areas are analyzed by factor analysis method.Then,taking the new development concept as the standard,the evaluation index system of high-quality economic development in the Three Gorges Reservoir Area was constructed,and the entropy weight TOPSIS method was used to determine the weight and calculate the comprehensive index of high-quality economic development.Based on the positioning of green development in the Three Gorges Reservoir Area,the coordination degree of the three subsystems of economy,society and ecological environment is calculated by the coordination degree model,and the comprehensive index and coordination degree are used to jointly measure the high-quality economic development level.The fixed-effect regression model and the mediator-effect model were used to discuss the impact of innovation and regional synergy and their interrelationship on the comprehensive index and coordination degree,and to analyze the impact mechanism.The variable coefficient regression model was used to analyze the impact of specific indicators of innovation and regional synergy on the high-quality development of regional economy in the internal area.Subsequently,the theoretical analysis model of the dynamic system of high-quality economic development in the Three Gorges Reservoir Area was constructed through three subsystems:innovation drive system,regional synergy system and high-quality economic development system.The causal relationship between the elements of the system was analyzed.Based on the historical data of the Three Gorges Reservoir Area,the system dynamic model was tested and debugged,and the system dynamics simulation analysis of the reservoir area and its internal area was carried out by setting scenarios.Finally,with the regression and simulation results,the path of high-quality economic development of the Three Gorges reservoir area is obtained.Through the above-mentioned research,the main conclusions are as follows:Firstly,during the subsequent development stage of the Three Gorges Reservoir Area,great achievements have been made in terms of GDP,per capita GDP,urban and rural residents’income,and industrial structure upgrading.However,the internal regional differences in the economic development of the Three Gorges Reservoir Area are still large,and the leading role of cross-regional cooperation is weak.Secondly,High quality economic development needs to reflect the new development concept.Innovation and regional synergy are the main driving forces to promote high-quality economic development in the Three Gorges Reservoir Area.Innovation promotes high-quality economic development through human capital accumulation,technological innovation and institutional innovation;Regional synergy drive promotes high-quality economic development by optimizing the allocation of resources,linking regions and radiating spillover effects.Thirdly,the current situation of economic development in the Three Gorges Reservoir Area is affected by a variety of driving factors,mainly including innovation and regional relations,industrial structure and industrial division,energy consumption and efficiency.The drivers shows the characteristics of diversification,internal differentiation,and innovation and regional synergy to promote economic development is potential.Fourthly,the overall high-quality development level of the economy in the reservoir area is low and there are spatial differences,and the high-quality development level in the tail of the reservoir area is higher than that in the head and belly.Innovation and regional synergy have positive effects on high-quality economic development index and coordination degree of economy,society and ecological environment,but the interaction of innovation and regional synergy weakens their positive effects.Innovation spending and economic agglomeration affect high-quality economic development through indirect effects of innovation output and economic linkages,while indirect effects weaken their direct effects.Highway density promotes high-quality economic development through the indirect effects of regional linkages.The specific indexes of innovation and regional synergy have different effects on the highquality development of regional economy in the internal area.Fifthly,innovation driven,regional synergy and high-quality economic development in the Three Gorges Reservoir Area constitute the core of the theoretical drive system.The simulation results show that the government can improve the level of economic development by paying attention to scientific and technological innovation,increasing scientific and technological expenditure,accelerating the output and transformation of technological achievements,and paying attention to the input of scientific and technological personnel.Strengthening the policy support of regional synergy,the strength of regional ties,and the spillover effect of comparative advantages can increase regional synergy,thus promoting economic development.In addition,through innovation and regional synergy,we can promote the upgrading of industrial structure and reduce energy consumption per unit output,improve the utilization efficiency of resources,and help strengthen environmental protection in economic development.Sixthly,the high-quality economic development paths of the Three Gorges Reservoir area mainly include:establishing collaborative development mechanism under the overall planning of the government;improving the innovation ability by strengthening the investment and flow of innovation funds,the cultivation and flow of innovation talents,and the output and transformation of innovation achievements,the allocation of innovation factors;forming a rational central city by strengthening regional relation,thus promoting high-quality economic development in the reservoir areas by speeding up the construction of new infrastructure and other channels for cooperation between the reservoir areas,and deepening cooperation and division of labor.The main innovations of this study are:firstly,the selection of driving force for highquality economic development in the Three Gorges Reservoir Area,which jointly promotes the high-quality economic development of the reservoir area through the two roles of innovation drive and regional synergy drive inside and outside the region,and the entry point of the research content and object is innovative to a certainty.Secondly,the evaluation of the high-quality economic development level of the Three Gorges reservoir area is measured by two indicators,the comprehensive index of high-quality development,and the optimal coordination degree of economic,social and ecological environment,thereby the evaluation perspective makes some innovations.Thirdly,the theoretical model of the dynamic system for high-quality economic development in the Three Gorges Reservoir Area is constructed,which combines the power system and the state system,and applies the system dynamics method to the theoretical analysis of the dynamic system for high-quality economic development,which has certain innovations in the application of research methods.
