The 14 th Five-Year Plan points out that "China will comprehensively promote rural revitalization and improve agricultural quality,efficiency and competitiveness".In recent years,the development of China's grain industry is facing many challenges.Under the combined influence of internal and external factors,such as the loss of production factors,resource shortage,climate deterioration and international trade protection,the pressure of grain industry transformation is very severe.It is imperative to promote the transformation of grain industry to the high-quality development of " quality-promoted agriculture","benefit-promoted agriculture " and " green-promoted agriculture ".To realize the highquality development of grain industry is not only the inevitable choice to fully ensuring the national food security,but also the practical requirement to continuously consolidate the achievements of poverty alleviation,and also the concrete manifestation of comprehensively implementing the "Two mountains theory",It is also of great significance to realize agricultural modernization and promote the revitalization of rural industry.In the new stage,the high-quality development of grain industry is a development which pays more attention to the use value and quality acceptability of grain commodities.It is a sustainable development with the primary goal of ensuring grain supply,the necessary condition of improving green efficiency and the ultimate goal of serving the ecosystem.At present,the main limitation of the high-quality development of grain industry lies in the insufficient industrial division of labor,which is typically characterized by the low technical level,unclear agglomeration characteristics,imperfect industrial chain.Therefore,the deepening of industrial division of labor is the core driving force for the high-quality development of grain industry.Technological innovation(intra industry division of labor),production agglomeration(industrial spatial division of labor)and input servitization(inter industry division of labor)are three specific manifestations of industrial division of labor,which play an important driving function in the high-quality development of grain industry.Technological innovation,production agglomeration and input servitization take the industrial division of labor as the logical core and interact with each other,which constitutes the driving mechanism for the high-quality development of grain industry.Taking this as the logical starting point of the research,this paper demonstrates the impact mechanism of technological innovation on ensuring grain supply,production agglomeration on improving green efficiency,and input servitization on serving ecosystem from three aspects: innovation driven,agglomeration driven and service driven.The first is the analysis of innovation driving mechanism,focusing on the grain supply efficiency of high-quality development of grain industry.Based on DEA Malmquist index method,panel fixed effect and conditional quantile model,this paper empirically analyzes the temporal-spatial evolution mechanism and technology transmission path of grain TFP.The results show that: technological innovation is the first driving force to ensure food supply and lead high-quality development.At present,the grain TFP has a downward trend,which is mainly due to the lack of technological progress.In terms of regions,the eastern region has advantages in scientific and technological innovation,and its technological progress rate is faster than that of the central and western regions.From the perspective of impact path,except for human capital,other factors have negative influence on technological progress,which means the improvement of grain TFP is facing the constraints of many factors,such as deterioration of factor quality,distortion of allocation structure,failure of industrial policy and lock-in of low-end technology,etc.Especially in the stage of high-quality development,this restriction effect is more significant.Therefore,it's necessary to improve factor quality,optimize the collocation structure,perfect policy design,and strengthen scientific and technological innovation to activate the innovation power of high-quality development of grain industry.The second is the analysis of agglomeration driving mechanism,focusing on the green efficiency of high-quality development of grain industry.Based on GML index,two-way fixed effect dynamic panel and intermediary effect model,this paper empirically tests the nonlinear impact and mechanism of industrial agglomeration on grain green total factor productivity.The results show that: The effect of production agglomeration on the green total factor productivity of grains is in a nonlinear “inverted U” shape.Moderate scale farming,resource sharing and technology spillover are three intermediate channels for industrial agglomeration to influence green total factor productivity.Diminishing returns to scale,insufficient resource sharing and locked technology significantly inhibit the improvement of green total factor productivity.Current level of agglomeration is far from reaching the inflection point of the “inverted U” curve,and there is still much room for using agglomeration to promote green total factor productivity.Therefore,the scale economy of agglomeration can be fully released through the intermediary mechanism of appropriate scale farming,resource sharing and technology spillover,so as to realize the sustained and steady growth of green total factor productivity,which is an effective means to promote the green development of grain industry.The third is the analysis of servitization driving mechanism,focusing on ecosystem services for the high-quality development of grain industry.Based on the two-way fixed effect,intermediary regulation effect,geographical weighted regression,panel threshold model,single zone system and two zone system spatial panel model,this paper discusses the supply and demand mechanism of agricultural servitization affecting the high-quality development of grain industry and its spatial heterogeneity effect and spatial spillover effect from the dual perspectives of spatial differentiation and spatial interaction.From the perspective of spatial differentiation,it is found that: the level of agricultural servitization has a "U" shaped impact on the high-quality development of grain industry,and the deepening division of labor and market competition play an intermediary effect in the "U" shaped relationship.The division effect of deepening division of labor has a strengthening impact on the promoting effect of agricultural servitization on the high-quality development of grain industry,while the resource mismatch effect of insufficient competition has a shadowing effect on it.Influenced by the moderating effect of urbanization rate,farmers' per capita income and land planting scale and other demand factors,the "U" shaped impact of agricultural servitization on the high-quality development of grain industry shows the characteristics of spatial differentiation.From the perspective of spatial interaction,it is found that: agricultural servitization has a significant impact on high-quality development of grain industry through direct effect and spatial effect.In terms of direct effect,the scale expansion and structure upgrading of agricultural service industry have positive effect on high-quality development of grain industry.while the low development quality has negative effect on it.In terms of spatial effect,limited by the cost of regional trade,the "dividend" of agricultural servitization is difficult to radiate to the surrounding areas,while it has a "siphon effect" on the surrounding areas through factor competition.Further analysis shows that the effect of agricultural servitization on the high-quality development of grain industry is regulated by the local industrial policy and the technological innovation.Therefore,we should use policy support and technological innovation to promote scale rationalization,structure upgrading and quality advancement of agricultural service industry,strengthen the positive feedback of industrial spatial interaction,and pay attention to the regulatory effect of demand factors,so as to form a supply-demand linkage mechanism for agricultural servitization to drive the high-quality development of grain industry.According to the above research,this paper holds that to realize the high-quality development of grain industry,we should take ensuring grain supply,improving green efficiency and serving ecosystem as the development goal,take the deepening of industrial division of labor as the core means,build a systematic driving mechanism and cultivate new drivers of high-quality development.Therefore,we can promote the deepening of industrial division of labor from the three aspects of activating innovation power,strengthening agglomeration effect and releasing " servitization dividend",so as to form a threedimensional integrated driving mechanism of "innovation driven-agglomeration drivenservice driven",which will give full play to the synergy of "multi engine drive" and promote the overall improvement of the development quality of the grain industry.
