The Study On Linking Between The Rural Subsistence Security System And The Poverty Alleviation Policy In Dayao County Of Yunnan Province

Yunnan Province is one of the main battlefields of poverty alleviation and development in C.hina,and the problem of poverty is serious.Based on this,connecting the rural subsistence security system with the poverty alleviation policy is conducive to helping the poor out of poverty,alleviating rural poverty and enhancing the overall effect of anti-poverty.By using the methods of documentation,data analysis and interviews,this paper,with the poor rural residents and rural grass-roots staff as objects of investigation,analyses the problems existing in the convergence process of the rural subsistence security system and the poverty alleviation policy in Yunnan Province and tries to put forward some suggestions for the convergence and integration of the two systems in order to help the rural poverty alleviation work in Yunnan Province.Through the investigation and analysis of the connection situation of the rural subsistence security system and the poverty alleviation policy in Yunnan Province,it is found that the practice of linking up the two systems in Yunnan Province has achieved certain results,but at the same time,there are many problems in the process of cohesion.For example,linkage between departments is not enough;the distribution of poverty alleviation resources is relatively scattered;income accounting is difficult to accurately calculate;the third party and social supervision is lacking;etc.Cooperative Governance theory advocates breaking through the limitation of single subject governing social affairs,through the coordination among government,market and social organizations,jointly handling complex social affairs to achieve resource integration,resource sharing and optimal governance results.Therefore,when the convergence of the rural subsistence security system and the poverty alleviation policy is used to tackle the problem of rural poverty,we should be guided by the theory of collaborative governance,Strengthen communication and cooperation between government departments;establish a mechanism for sharing information on poverty alleviation resources;give full play to the role of supervision and coordination among the main bodies;and strengthen the coordination and cooperation between the governance subjects.Various measures should be implemented together to promote the effective convergence of the two systems so as to achieve the goal of poverty alleviation in Yunnan Province more quickly and better.
