Research On The Measurement And Improvement Of Rural Financial Resource Allocation Efficiency In Heilongjiang Province

The rational and effective allocation of rural financial resources is the premise for financial services to support rural revitalization.The continuous improvement of rural financial resource allocation efficiency is a strong guarantee for financial services to support rural revitalization.At this stage,the allocation of rural financial resources in China is still relatively weak,and the gap between urban and rural areas is large.The inefficient allocation of rural financial resources seriously restricts the development of rural economy and the improvement of rural residents’ living standards.The rational and effective allocation of rural financial resources is imminent.It is of great significance to measure and improve the efficiency of rural financial resource allocation to promote rural revitalization and development.As a major agricultural province in China,Heilongjiang Province has a large rural population and strong rural financial demand.In recent years,the allocation efficiency of rural financial resources in Heilongjiang Province has been significantly improved.However,due to the profit seeking nature of financial institutions’ capital and other factors,limited financial resources still flow back from rural areas to urban areas with high return on capital.The insufficient and unbalanced allocation of rural financial resources is more prominent,and the allocation efficiency of rural financial resources in Heilongjiang Province is still relatively low,The efficiency of rural financial resource allocation needs to be improved.In view of this,this paper takes the allocation efficiency of rural financial resources in Heilongjiang Province as the research object,and takes improving the allocation efficiency of rural financial resources in Heilongjiang Province as the main research goal,to explore the path to improve the allocation efficiency of rural financial resources in Heilongjiang Province and relevant policies,so as to effectively solve the problem of low efficiency of rural financial resources allocation in Heilongjiang Province,and promote the development of rural economy in Heilongjiang Province.The research on the efficiency of rural financial resource allocation in Heilongjiang Province enriches and broadens the research system on the efficiency of rural financial resource allocation,provides a theoretical reference for the research on the path to improve the efficiency of rural financial resource allocation,and has important practical guiding significance for improving the efficiency of rural financial resource allocation in Heilongjiang Province and for financial support for the sustainable development of rural economy.This paper focuses on the efficiency of rural financial resource allocation in Heilongjiang Province,explores the relevant concepts and theoretical support of the efficiency of rural financial resource allocation,investigates and analyzes the current situation of rural financial resource allocation in Heilongjiang Province,and identifies the problems and causes of rural financial resource allocation in Heilongjiang Province.And then establish the evaluation system of rural financial resource allocation efficiency in Heilongjiang province,and measure and analyze it.Combined with the results of efficiency measurement analysis,through the threshold effect analysis,this paper proposes an effective path to improve the efficiency of rural financial resource allocation in Heilongjiang Province,further proposes policy recommendations to improve the efficiency of rural financial resource allocation in Heilongjiang Province,and provides theoretical basis and policy reference for formulating financial policies to support the sustainable development of rural economy in Heilongjiang Province.This paper mainly studies the allocation efficiency of rural financial resources in Heilongjiang Province from five aspects:Firstly,this paper defines and analyzes the relevant concepts and theories of rural financial resource allocation efficiency and the interaction mechanism with economic development.Through combing the related concepts of rural financial resources,it reasonably defines the research scope and research boundary of the allocation efficiency of rural financial resources in Heilongjiang Province.Through the analysis of the relevant theories of rural financial resource allocation and the interaction mechanism between rural financial resources and rural economic development,the theoretical basis has been laid for the determination of the evaluation standard of rural financial resource allocation efficiency in Heilongjiang Province and the proposal of the path and countermeasures to improve the efficiency.Secondly,analyze the current situation,problems and causes of rural financial resources allocation in Heilongjiang province.Through the investigation and analysis of the financial resource allocation of all 67 counties and regions in Heilongjiang Province and 3570 business outlets of banking financial institutions in Heilongjiang Province,the data limitations of the research on the allocation of rural financial resources in Heilongjiang Province have been effectively remedied,which is more comprehensive and systematic from the allocation of rural credit resources,the allocation of rural basic financial resources and the rural financial ecological environment analyzed the current situation of rural financial resource allocation in Heilongjiang Province,effectively identified the problems and causes of rural financial resource allocation in Heilongjiang Province,truly reflected the actual situation of rural financial resource allocation in Heilongjiang Province,and provided a realistic basis and data support for this study.Thirdly,the construction and measurement analysis of the evaluation index system of rural financial resource allocation efficiency in Heilongjiang province.Combined with theoretical analysis and analysis of the current situation and problems of rural financial resource allocation in Heilongjiang Province,a more comprehensive and systematic efficiency evaluation index system adapted to the actual allocation of rural financial resources in Heilongjiang Province is constructed,focusing on the allocation of rural credit resources and rural basic financial resources.By adding relevant indicators reflecting the allocation of rural basic financial resources in the indicator system,the existing evaluation indicator system for the efficiency of rural financial resource allocation with the allocation of rural credit resources as the core has been supplemented and improved,and the research perspective has been expanded.Furthermore,data envelopment analysis and Malmquist index analysis were used to measure and analyze the allocation efficiency of rural financial resources in Heilongjiang Province from static and dynamic perspectives,objectively reflecting the actual and dynamic characteristics of the allocation efficiency of rural financial resources in Heilongjiang Province,and clarifying the research direction of improving the allocation efficiency of rural financial resources in Heilongjiang Province from the perspective of optimizing the scale of financial resources allocation and improving the management level.Fourthly,the threshold effect analysis of rural financial resource efficiency in Heilongjiang province.Combined with the analysis results of the efficiency of rural financial resource allocation in Heilongjiang Province,this paper analyzes the threshold effect of the improvement path of rural financial resource efficiency in Heilongjiang Province from the perspectives of rural credit resource allocation and rural basic financial resource allocation,and proposes the improvement path of rural financial resource allocation efficiency in Heilongjiang Province from the perspective of the optimization of financial resource allocation scale.In the research on the path to improve the efficiency of rural credit resource allocation in Heilongjiang Province,the threshold effect of the total allocation of rural credit resources and the impact of the allocation of agricultural credit resources on rural economic development is analyzed by taking population and gross agricultural output value as threshold variables respectively.The perspective of the analysis of the efficiency of rural credit resource allocation is expanded,and then the path to improve the efficiency of rural credit resource allocation is proposed;In the research on the path to improve the efficiency of rural basic financial resource allocation,the evaluation index system of rural basic financial resource allocation level is constructed according to the actual situation of rural basic financial resource allocation in Heilongjiang Province,and the allocation level of rural basic financial resources in Heilongjiang Province is evaluated by using the principal component analysis method,which comprehensively reflects the allocation of rural basic financial resources in Heilongjiang Province.And then using the evaluation results to analyze the threshold effect of rural basic financial resource allocation on rural economic development,proposed the path to improve the efficiency of rural basic financial resource allocation in Heilongjiang province.Fifthly,the proposal of policies to improve the efficiency of rural financial resources in Heilongjiang Province.Based on the analysis of the current situation,efficiency measurement and efficiency improvement path of rural financial resource allocation in Heilongjiang Province,from the perspective of improving the management level of rural financial resource allocation,this paper puts forward policy suggestions to improve the efficiency of rural financial resource allocation in Heilongjiang Province by optimizing the allocation level of rural credit resources,optimizing the allocation level of rural basic financial resources,and optimizing the rural financial ecological environment,it provides theoretical basis and practical reference for financial support for sustainable development of rural economy in Heilongjiang Province.The research finds that the allocation efficiency of rural financial resources in Heilongjiang Province is relatively low.The irrational scale of financial resource allocation and low level of technical management are the main reasons for the low efficiency of financial resource allocation in Heilongjiang Province.The efficiency of rural financial resource allocation needs to be improved urgently.We should focus on improving the efficiency of rural financial resource allocation in Heilongjiang Province from two aspects: optimizing the scale of rural financial resource allocation and improving the management level.In terms of optimizing the allocation scale of rural financial resources,we should comprehensively consider the number of rural population,agricultural production scale,allocation level of rural basic financial resources and other factors to allocate rural financial resources according to local conditions,so as to improve the efficiency of rural financial resource allocation.In terms of improving the management level of rural financial resources,we should focus on improving the allocation efficiency of rural financial resources in Heilongjiang Province through optimizing the allocation level of rural credit resources,optimizing the allocation level of rural basic financial resources,and improving the rural financial ecological environment,so as to promote the sustainable development of rural economy.
