Research On The Transformation And Realization Of Rural Collective Economic Property Rights In My Country In The New Er

At present,China has entered a new journey to build a modern socialist country in an all-round way,towards the crucial moment of the second centenary goal.The most arduous and onerous task of comprehensively building a modern socialist country still lies in rural areas.Issues concerning agriculture,rural areas and farmers are fundamental to the national economy and people’s livelihood,and solving the issues is the top priority of the Communist Party of China.At present,the phenomenon of“division” rather than “unification” generally exists in the agricultural production and management in our country,and the family scattered management got full play,while the collective unified management was neglected.The traditional smallholder management mode of one family does not meet the requirements of modern agricultural scale development.The reality of agricultural development determines that we should vigorously develop rural collective economy.The development and expansion of rural collective economy is conducive to the solution of the problem of agriculture,rural areas and farmers.This paper sets out from this background to study China’s rural collective economy.The existing researches have analyzed the rural collective economy in detail in the aspects of rural collective means of production,rural collective property rights system reform,rural collective economic realizing forms,and drawn some important conclusions,such as rural land reform must adhere to rural collective land ownership,rural collective property rights system reform is conducive to rural collective economic development.The forms of realizing in rural collective economy are diverse.The existing researches have seen the promoting effects of rural collective means of production,rural collective property rights system reform and effective realizing forms of rural collective economy on the development of rural collective economy.The existing researches mainly study the rural collective economy in China from the perspective of ownership of means of production or property rights reform.However,there are few discussions that the emergence of new production factors,such as mountains,rivers,forests,fields,lakes,grass,sand and data,promotes the reform of rural collective property rights.The reform of rural collective property rights system is to explore various effective forms of rural collective economic development.The existing studies have made an in-depth analysis of the realizing forms of rural collective economic strong villages,but lack of the analyses of the development common principles and internal operating mechanisms that should be followed by the effective realizing forms of diverse rural collective economy.Based on the researches of domestic and foreign literatures on rural collective economy,the theory of rural collective economy and the development course of rural collective economy,this paper analyzes the rural collective economy in detail according to the logic context of “realistic necessity of property rights reform-practical exploration of property rights reform-exploration of effective realizing forms”.This paper comprehensively uses the literature research method,historical materialism method,logic and history unification method,case analysis method,etc.,under the guidance of the unification of historical logic,theoretical logic and practical logic,collecting some materials and data.These materials and data include China’s rural land and other means of production,the new production factors such as mountains,rivers,forests,fields,lakes,grass,sand and data.These materials and data also include the reform of the rural collective property rights system,the development experience of typical national agricultural cooperatives and the collective economic development cases of Yuanjia Village,Tangyue Village and Zhanqi Village in China.On this basis,the article focuses on the reform of rural collective economic property rights and the realizing forms of rural collective economy in the new era.Through theoretical exploration and case analysis,this paper draws the following important conclusions.First,the reform of rural collective property rights system is the institutional guarantee for the development of rural collective economy.Second,the forms of realizing in rural collective economy are diverse.Third,it sums up the principles that should be adhered to in the effective realization of rural collective economy,that is to say,adhering to the leadership of the Party,adhering to the willingness of farmers,adhering to co-construction,co-governance and sharing,and adhering to the principle of concrete analysis of specific issues.Fourth,summarize the internal mechanism of the effective realization of rural collective economy.The internal mechanism of the effective realization of rural collective economy includes the processes of confirming the rights of rural collective ecological resources,asset appreciation and income distribution.These conclusions are a step forward for the previous researches.The principles and internal mechanism that should be adhered to in the effective realizing forms of rural collective economy are put forward in this paper,which enriches the content of rural collective economy research and plays an important guiding role in the development of rural collective economy.In addition,this paper expands the traditional plane resources such as rural land and other means of production into rural collective space resources including new production factors such as mountains,rivers,forests,fields,lakes,grass,sand and data,and brings the research on new production factors and the change of property rights relationship into the scope of rural collective economy research,which enriches the content of rural collective economy research.Finally,the article puts forward some policy suggestions on developing and strengthening rural collective economy.First,the rural grass-roots party organizations should give full play to the role of the frontline fighting fortress and strengthen the leadership of the rural collective economy.Second,while handling the relationship with the market,the government should increase preferential support for the rural collective economy,and continue to deepen the reform of the rural collective property rights system.Third,the rural collective economic organizations should gradually improve their internal governance institutions under the increasingly favorable external development environment,perform their own functions well,and select leaders.Fourth,farmers should renew their cognition,organize themselves,and constantly improve their scientific and cultural quality and management level to help the development of rural collective economy.
