Information sharing via different agencies is a key goal of the digital city. After analyzing the characteristic of urban spatial information and its applications, we bring forward our conception and realization of Urban Fundamental Geographical Information Framework (UFGIF).In our paper, we first introduce the distributed architecture (including B/S and C/S framework) and runnable mechanism of UFGIF. Then we discuss the data services system of UFGIF, describing its Use Case via UML language and analyzing main data flows and processes with Sequence Diagram and Class Diagram. In the next chapter we clarify the composition and data structure of the distributed spatial DBMS, Giving an example of how to use spatial database engine (named SDX) to manage the RDBMS. In the metadata chapter, we put forward our draft of fundamental geographical information metadata for small and middle city upon internal and international standards, and then implement it with XML and Microsoft .NET framework. In our last introduction part, we present the security architecture of UFGIF.The conception of UFGIF was validated by a prototype in the Yangzhou Development Administrative Committee, which connected information center with three different government agencies. After stably running around a year, the prototype system shows its success.
