The general situation of Railway GIS (RGIS) as well as it's goal and difficulty is introduced firstly in this thesis. Due to lack of metadata and the uniform schema for classification and code, the research direction of this thesis is made, then the following parts of railway engineering affairs is discussed:Firstly, based on its characters, the railway engineering affairs information is classified and encoded to make a uniform system, which is the precondition to integrate different systems and share the information. Secondly, because the collection and conduction of engineering affairs are separate, the spatial data and attribute data of engineering affairs should be stored together to build a distributing spatial database (SDB) for engineering affairs. Whereafter, based on the importance which metadata acts in the engineering affairs management and the standardization for RGIS, and after analyzed the standard systems of metadata international and the characters of spatial data, a metadata standard of engineering affairs is built, as well as its editing machine to avoid the loss in exchanging. Thirdly, the kinds of information communion styles are compared, which are data exchange, the information communion based on metadata and WebGIS. Through the comparison, the idea to build a metadata management system based on Web is put forward, combining metadata with WebGIS. After the discussion above, the research is focused on the two parts: on the side of metadata, after studied the shortage of independent metadata management model, the concept which links the metadata with spatial data is brought forward in this thesis. Finally, the prototype based on Web is provided, which is the metadata management system combining metadata with its spatial data.
