Su Bei radiation shoal group is a unique Geomorphology unit in south area of the Huanghai Sea. The silt in its interior district brings large quantities of reserve resource of cultivated land for Jiangsu Province that lacks of it every year. There are many of kinds of wild animals and plants and large area salt marsh plants in coastal mud flat. Approaching coast, the deep troughs with stable banks make good locations to construct huge harbors; wide and smooth coastal terrain, and powerful wind-force bring ideal places to build wind power stations. Abundant natural landscape and human cultural sight, such as many kinds of rare animals and vegetation in the coastal mud flat, simple and honest fishing village local trait, numerous historic sites etc, create unmatched conditions for developing tourist industry.For many years, it is enclosing and cultivating mud flat, developing plants and making salt that are the focal point of marine resources development in the radiation shoals, and it is the important action to mend cultivated land, develop local economy, and improve the people's life in Jiangsu Province. However, pursuing the economic growth one-sidedly, understanding the law of the natural resources forming and developing insufficiently have caused the resource utilization ratio lower, the industrial structure unreasonable, the stock of resource reduced, the ecological environment worse ,and have restricted local economic and social sustainable development seriously.Based on above analysis, this dissertation provides development guidelines, development ways and the near future development focus of every industry by using sustainable development theory, the principles and methods in nature resources exploitation, confirms the evaluating indicator system of regional sustainable development, offers the theoretical direction for marine resources development, economic development in the district of the radiation shoal and whole Jiangsu province.
