Sustainable Utilization Of Marine Resources Technological Need And Policy Research

Along with the progress of human civilization and the rapid development of science and technology,the human exploration of resources has been gradually extended to the field of marine. Ocean occupies on the earth great space and is land can not match,which contains the fishery,mineral and salt,ports,tourism and new energy resources is far beyond people’s imagination. As the waters of the vast economic power,China’s nature should be the top priority of the development and utilization of marine resources to promote economic development,but as the oceans than some powers in the world,our country in the development and utilization of marine resources still exist some shortcomings,mainly manifests for the development and utilization of marine resources is not perfect technology is not mature and marine resources conservation policy,and those in science and technology and policy deficiencies,further problems derived from important hindrance to the long-term development of China’s marine resources,such as fishery resources have decreased year by year,minerals,salt industry,new energy development and utilization of resources,energy efficiency is low,the development of tourism resources of the port,chaotic,and for management mismanagement of the marine environment caused great pollution......These problems have seriously affected the development and utilization of marine resources in China and caused great damage to our country and even the world’s marine environment. Therefore,how to reasonably develop and utilize marine resources become an important problem for study of marine resources in China at present,and further research needs to solve as soon as possible. For sustainable utilization of marine resources in China to promote the successful experience for reference,to maritime power the abroad,such as American,Britain,Japan and other countries on the development and utilization of marine resources of the advanced and reasonable,and the success of these developed countries mainly lies in perfecting and rationality of the development of advanced technologies related to marine resources policy. The development of marine resources of advanced technology can not only more efficient use of marine resources,can reduce to the marine environmental pollution,to achieve sustainable development and protection of marine resources,and improve the sound of the ocean policy can not only ensure the marine resource development activities have order, for the development and utilization of marine resources escort, more the enhancement of national attention on the development and utilization of marine resources and promote the international level in the development and utilization of marine resources exchange and cooperation,further realize the sea of humanity and Science in many aspects such as comprehensive development. Therefore,China should become the rapid development of marine power,on the one hand,to actively introduce advanced technology development and utilization of marine resources,more reasonable and efficient development and utilization of marine resources,reduce because of inefficient exploitation of marine environmental pollution;on the other hand,efforts should be made to set up a perfect use of marine resources and sustainable development policy security system,strengthen the development and utilization of marine resources of the fund input policy,and gradually formed a perfect management and supervision system and orderly,ensure marine resources policy legislation authority,legal system,the rationality of the operation execution order and the supervision and management validity.
