Geographic information system (GIS) has been greatly used incity planning field. At present, in city planning information system,map and text data have been well integrated to help examine andapprove projects in office automation process. But problem stillexists in some core techniques, such as storage of map data,management of space-time database and management of spatialmetadata, which make system lack of necessary expansibility anddifficult to meet requirement changing.With fully analyzing GIS applications for planning of differentperiods, we realized the reason bringing on the problems is thelack of a sharing and unified platform to normalize multi-differentspatial data sources, and to merge them, and to managementthem.After deep research of currently advanced theories in cityplanning and GIS fields, we give ideas about how to designspace-time database, and how to store huge spatial data, andhow to unify different data source using metadata methodology ofspatial data. And also, as a proof, we build models to realize somematerial requirements in city planning using UML, which havebeen used in Dongguan City Planning GIS.In the thesis, we discuss the process to design planning spatialdatabase. Firstly, we should analyze all data sources and decidewhat content to use. Secondly, we give data unified specificationfor integration. Thirdly, we use metadata to manage spatialdatabase. Fourthly, we come up with the concept of space-timedata management and analysis. Finally, the conclusion of how tobuild a planning spatial database comes into being.Farther, based on the spatial database, how to build a GIS tosatisfy kinds of analysis requirements. It's an application tosupply approach to manage and to share the unified database,including the following functions: spatial data cleaning up, datatransport, database expansion, version management, securitymanagement, metadata management, data representation, dataapplication, map export and etc.With combination of planning database build process and theactual GIS analysis requirements from Dongguan City PlanningDepartment we build a GIS application, which help thedepartment to make accurate decision in planning throughsupplying abundant information based on spatial database. Whilebuilding the system, we use object-oriented modeling technologyand we have built a reusable component library, with which, wecould compose other GIS applications easily.
