The corporation must maintenance good safety circumstance if they want survival and development. The safety management is an important part of enterprise management. As for the safety management of Modern Corporation, preventive measures are the first principle. In order to efficiently management the limited resource, the corporation needs to identify, control and evaluation risk using systematic evaluation methods.In the process industry such as chemical and petroleum industry, SDG-HAZOP, which is widely implemented, analysis is a quality systematic hazard identification procedure for predicting the various adverse consequences that might arise in a chemical plant due to abnormal cause. Because of overlook to calculate the consequence and its likelihood analysis. SDG-HAZOP has completeness, but the result of its analysis is too numerous. Risk based inspection is a standard of American Petroleum Institute, in which a system management of risk including evaluation and management risk is present.In order to solve the problem above, a semi-quantity SDG-HAZOP method based on the risk is presented in this thesis, which rank the result of the traditional SDG-HAZOP. This ranked result more practically for the further decision-making.In this thesis, risk assessment software based on RBI assessment system is also developed. This software module has risk calculation function. This RBI software module realized computer-aided risk calculation. In addition, the software module is one of the modules for the SDG-HAZOP safety evaluation total solution software platform. In the entire development process, we process RUP development process. At the initial time, we use UML to analysis system requirement and model. During the developing stage, we use the Microsoft Visual C++ and ACCESS to realize this software module. At software test stage, we use object-oriented testing to test this RBI software module. The result is that this RBI software module can implement computer-aided risk assessment based on RBI.
