As the fast growing of distribution system automation , the requirement for GIS(Gas Insulated Switchgear) is more and more higher, especially during the realization of substation automation, so, intelligentized GIS appears. On one hand, intelligentized GIS should supply the basal requirement of traditional GIS , on the other hand, it should apply micro-electronics technology and computer technology to achieve the functions of self-check, control, protection, diagnoses and communication. Aiming to supply these requirements, this thesis presents a scheme of a new kind of protection and control unit with double CPU of high performance . Applying the fast developmental technology of DSP&ASIC, we adopts current prevailing hardware platform with double CPU of DSP&ARM to develop a unit by which we can achieve the functions of protection , control and logic interlock between unit and unit or between unit and computer with high reliability .The realization of the hardware and software are the important parts of the thesis. At first , the thesis presents the whole frame of the unit, and then, it compartmentalizes the unit with two modules based on it's function, that is protection&control module and communication module, based on which it tells you how to realize the function of each module.The CPU for protection and control adopts 32-bit DSP(Digital Signal Processor) TMS320VC33, which realizes I/O expansion with CPLD(Complex Programmable Logic Device), completes multi-channel high-speed sampling with 16-bit parallel A/D and carries out protective calculation. The CPU for communication adopts AT91RM9200 of Atmel which is based on ARM920T, and uClinux OS is embedded in it , a Ethernet controller and all kinds of communication interface including CAN, USB and so on are outside of it , by which , we can realize the function of communication. The advantage of the design module above is that it can combine the specialty of DSP's digital process and ARM's communication ability with uClinux OS embedded in it.With regard to protection software, the thesis presents the realization of on-line program technology and realization method of program for protection based on high speed digital processor TM320VC33. With regard to communication software, the thesis firstly introduces the method of how to transplant uCLinux to ARM board , and lastly discusses the framework of communication and the realization of software based on analyzing IEC61850. The author puts an emphase on the realization of TCP/IP in embedded Ethernet. Aiming at anti-jamming requirements, the thesis presents some measures during the designs of hardware and software to make sure the unit can operate reliably.
