The Evaluation Methods Of Geologic Documents' Social Service

As quickly development of social economy and constantly improvement of living standard, the people need more and more resources, especial all kinds of mine resources. Recent years, our country has accumulated many geologic documents during the mines are exploited. These geologic documents which are carriers of serving the social are exerting more and more important function, and they are playing a very important role at satisfying all aspects of quickly growing needs. Social service of the geological documents have created more profit, so it is the premise of making the best of the geological documents and finding the increasing use, and it is the key for the giving geological documents to play their role at the best. This is the aim and tenet of the paper thesis.The paper summarizes the present situation of geological documents's social service in our country and the developed countries. Firstly, the thesis introduces Public goods theory, cost-benefit theory and Public Finance Expenditure theory. Secondly, the thesis summarizes geological documents'evaluation methods in the domestic and foreign, classifies the methods, analyse the using range and the restriction of these methods. At last ,the paper tries to bring forward a new evalution index according to weather documents'evalution method. The new method creates a new index system of geological documents'social service, including portrait first indexes, horizontal first indexes and horizontal second indexes. These indexes are used to evalute geological documents'profit of social service from social benefit, economic benefit and environmental benefit. To verify the practicability of the new index system, the benefit of using frozen earth geological documents in the Qinghai-Tibet railway is evaluated by use of the new index system.In the paper, some accomplishment are achieved as follows: firstly, the research situation of geological documents'social service benefit is summed. Secondly, the technique course is put forward,thirdly is classfying the evaluation methods from the uncommon angle, which are the government's evaluation, users'evaluation, experts'evaluation and case analysis. Forthly, the weather documents'evaluation is refered. Fifthly, the evaluation indexes of geological documents'benefit is set up, and evaluating the documents from economical benefit, social benefit and other benefit. Sixthly, the indexe system is validated by use of the benefit of frozen earth geological documents's social service in the Qinghai-Tibet railway.
