Weather modification operations are often executed by meteorological administration bureau. Seeding agent is spread into cloud by cannons, rockets, airplanes and ground generators for artificial rain precipitation and hail suppression. In order to improve the operation efficiency, a weather modification command system is needed. This Paper described the design and implementation of a weather modification command system based on GIS, J2ME and GPRS.Weather modification command system uses the Client/Server architecture, it contains three parts: the Command System, the Instruction Transit Server and the Instruction Receive Terminal. The Command System uses GIS technology to review the geographic information of operation area. Real-time radar map and meteor cloud map are used to provide fundamental data support for the decision of operation director. Detail operation parameters can be generated automatically by this system after operation director decide the operation area, operation time and necessary elements. These parameters can be broadcasted to all related operation station through the Transit Server. The Transit Server is installed on a server which has an independent IP Address. It receives instructions come from Command System, and transmit them to operation stations after data format conversion and validation. A heart-beat algorithm is designed to recognize abnormal disconnection and reconnect to server automatically. The Instruction Receive Terminal is developed with J2ME, and can be run on any cell-phone with supports Java MIDP 2. It connects to Transit Server via GPRS network. Operation parameters can be displayed on cell-phone screen after instructions come from Command System. Receipt can be posted to Command System after all work is done. Furthermore, many useful functions such as workers call-over, operation acknowledgement, database storage are provided.This system is deployed to Shandong province meteorological administration. Testing result indicate that it have several advantages such as works stable and small transmission delay. To sum up, this system has reached the predetermined design goals.
