The Study On Socialized Service Of Geological Data

The new plan in National Territory Resource Investigation,initiated by MIinistry of Land and Resource since 1999,has gained a great number of achievements for the 8 years it has been carring out.These achievements are servicing the society,and has released enormous benefits both in economic and social development.However,how about,the socialized service situation of the geological data accumulated for the past many years? Whether or not the expression of the data meets the present demands. Whether or not the information loaded by the data is still effective? Whether or not the preservation and management means keeps pace with the public needs? Answering the above questions is the crucial reference to the choice of basic geological projects in the future.First of all,the paper explained the practical meaning of investigating the socialized service about geological data,and putted forward the issue of this paper. Then,the paper explained the definition of geological data and the socialized service of geological data.Next,on the basis of Democracy Theory,Public Goods and Public Administration Theory,the paper introduced the theoretical foundation to carry out the public service.Then,from the three angles,the existing contradiction between supply and demand in providing geological data,the economic and social benefits it bears,the author further analyzed the practical meaning of implementing the geological data socialized service.In the part of demonstration,firstly the paper choose the geological map(1: 200000)as its object being investigated,through calling at users in different industries,making it possible to find out the current situation for the use of this kind of map.On the basis of analyzing the factors that obstruct the map servicing in different industries,building the Cost of Map-Losing Computing Model illustrates the importance and indispensability of geological map(1:200000)in the development of national economy.In the end,aiming at the problems discovered in the section of demonstration,and referring to the advanced socialization mode adopted by developed countries,the author gived material advices from three levels to improve the standard of the basic geological data socialized service.
