Geographical information system has played more and more important role in the application of traffic, agriculture and forestry ,power supply ,oil field and various industry. Recently with the development of internet web as well as the WEBGIS technology coming out, The GIS application in web provides the inquiry ,search and analysis functions of geographical information based on the web. Now main WEBGIS productions include Arcinfo and Mapinfo from oversea ,as well as domestic Main Mapgis and SuperMap. They all adopt platform technology and have very comprehensive functions. But at present all of WEBGIS give the figure by connection with (link up) the back support, the dynamic figure show is very difficult and it is short of flexibility. While the productions are very expensive: domestic one price is almost more than ten thousand yuan and foreign one needs several ten thousand yuan. This will be disadvantage to promote and apply the system and result a numbers of repeated investments and wastes. For a certain project , basically it's use of these functions is only 20-50 per cent all of functions. The other functions are heavily wasted. So it becomes necessary to explore a definite -functions, cheaper and general-purpose GIS to meet recent geographical information system needs and requests.SVG(Scalable Vector Graphics) is a new standard of graphics pattern. which provide the Web explorers with using XML( Extensible Markup Language) to build static and dynamic figures. It is a technology innovation in graph. Using it to realize GIS graph display has many advantages such as standard data patterns, data storage and dynamic graph display etc. Space data storage is a kind of effective method to store graph data. It provides square and space vector graphs storage type, as well as high-effective space data calculation method .such as length, area and embrace etc. One of the key approaches to realize WEBGIS is the storage of the space data. Using the space data storage can highly meet the requests for GIS data storage ,and supply the back-level support for GIS data calculation., thereby it promotes the graph calculation efficiency more. As a result of explore and study, we successfully use both the SVG technology and space data storage to finish the general-purpose WebGIS project. The research achievement can certainly play a important influence to the domestic explore of GIS technology. Not only does it make the GIS application become widely popular and simple, but decrease a lot of repeated investments and foreign exchange.
