In recent years, research on Spatial Information Service (SIS), either technic or application oriented, have attached GIS researchers' attention. At present, China has implemented various GIS based systems that manage special equipment security, but most of them have sharing and interoperability problems. SIS can provide good solution for the problems mentioned, but there is little research on SIS based special equipment monitor. How to integrate SIS into Special Equipment Supervision System and build a particular SIS model against its multi-source data, diversity platform, urgent monitor and emergency rescue characteristics are problems need to be solved.The author discusses technologies related with SIS, focusing on technical features and technical advantages of Web Services and various interoperability agreements of Open Geospatial Consortium (OGC). Furthermore, the author provides detailed analysis on the following WebGIS service platforms: SuperMap IS Java and ArcGIS Server.Based on the above theories and technologies, a Spatial Information Service-based Real-time Monitor and Emergency Rescue (also named as RMER) model is put forward and designed. The model consists of three parts: the SIS side, the business side and the client side. Then the author describes the architecture of the SIS side and its data integration methods, business functions of the business side, architecture and common technology of the client side. Finally, China Special Equipment Safety Inspection System is used as an example to analyze each part's detail implementation.Research, testing and applications show that, the design of RMER model is effective, reasonable and feasible. The research publishes heterogeneous spatial data, maps and functions as Web Services and solves the sharing and interoperability problems of current systems. It also has certain significance for research on SIS.
