In recent years, more and more extreme weather events existed with constant climate change. Huge loss was made by snow disaster and drought disaster which attacked our country in2008. Because of this, our government paid more attention to the emergency rescue service for urban meteorological disasters. Cities are the distributing centre of economy, politic and culture, s lot of people lived in cities. Since the reform and opening, the number of people who lived in cities increased rapidly with urbanization process. Once meteorological disasters occurred, the loss in cities is much more than which in countryside. So, the evaluation of emergency rescue service for urban meteorological disasters is necessary in our country.The thesis gives a brief review of the emergency management and emergency rescue for urban disasters; it shows that there is scarcely any paper about study on the application of ANP to the evaluation on the emergency rescue service for urban disaster at home and abroad. Firstly, the thesis discusses the main theories of the ANP and the methods for implementing it. Secondly, according to the complexity of emergency rescue service for urban meteorological disasters, an evaluation index system is constructed by use of the theoretical analysis method, the principal component analysis method and the Delphi method. Finally, the use of ANP method is discussed particularly in the evaluation of emergency rescue service for urban meteorological disasters in17cities of Shandong Province. The weights of indexes are defined with ANP method and the results are analyzed form weights of indexes and comprehensive ranking. Some suggestions are given out to improve the emergency rescue service for urban meteorological disasters.
