Due to the characteristics of mobile devices, making the WebGIS service on it very difficult to be realized, SVG will help solve this problem. SVG is compatible with XML, HTML4, XHTML, and norms such as CSS, XSL, and DOM. This means that SVG can be expanded, formed and can be easily integrated. SVG can be used in different platform; it gives the solution of external output, color, bandwidth and other related issues. With SVG, geographic data can be uniquely marked to facilitate information search, participate in the digital world of the Internet to facilitate the sharing of resources and services to improve the interoperability of WebGIS, and reduce the frequent interaction between the server and client, thereby enhancing the speed of interoperability. Because of the cross-platform features of Java, I choose the J2ME technology to develop mobile equipment components of SVG, to support the achievement of WebGIS in the mobile equipment.First described the purpose and meaning of using SVG to realize the WebGIS in the mobile equipment, and described the relevant technology of the Study Profiles at home and abroad. Then, systematic summarized the SVG technology, J2ME technology, the XML analytical technology and tools choice based on CLDC, detailed analyze the architecture of WebGIS, and on the basis of the analysis we analyze and design the WebGIS service architecture which based on SVG for Mobile Equipment, that make we know the playing role of the SVG in WebGIS service better. Finally, analyzed and designed the SVG components which help to browser the Scalable Vector Graphics, accomplished the functional requirements analysis, summary of design, detailed design and implementation and the functional test and application testing, that proved the feasibility of using SVG technology to realize WebGIS service for Mobile Equipment.
