In recent years, the development of the computer, the mobile communication and the network technology brought the recent development turning point for traditional GIS. Traditional GIS has developed from single plane GIS system of tabletop PC to Web GIS based on client and server, and now GIS is stepping towards Mobile GIS.Mobile GIS collects methods of geography information science, the computer science, the mobile communication technology and the network technology, and it is one of main directions of GIS. Designing mobile GIS system to satisfy the demands of the mobile clients has become a new research topic. In order to solve the problem of mobile GIS based on pels bitmap's expressing map, the standard of Mobile SVG is applied to the map expression. In this paper, J2ME, J2EE and the XML technologies are used to realize a new framework of Mobile GIS. The principal content and achievement in this article is as follows:How to utilize object element in the standard of Mobile SVG to express map is studied to satisfy the needs of the client side of Mobile GIS.In order to enhance the fusion of different space data, and satisfy the system's transplant, geography space data expression based on the XML and its transmission technology are studied.The mature JAVA technology, XML technology are used to design a developing frame of Mobile GIS.The system's total frame is designed, which has the superiority of the J2EE in server side.At the client side, the system frame of client side is designed to support the JAVA handset terminal.According to the server terminal system frame, the corresponding logical function components are designed to satisfy the spatial analysis request at the client side.According to the client system frame, the corresponding logicalfunction components are designed at the client side. Compared to the traditional mobile GIS, the experimental result has indicated that the Mobile system which is designed by Java/ Mobile SVG has the superiorities as follows:? Compared to the map of pels, the spatial map expressed by Mobile SVG has smaller data.? The map expressed by Mobile SVG does not have distortion phenomenon during the zoom operation.? the spatial data expression based on XML has the superiority of spatial data's exchange.? The enterprise multilayered system structure has the superiority of system stability and transplant.? The client side solution based on the Mobile SVG can solve the load balance problem between the client side and the server side.
