Rotary steerable drilling technology that developed to be the top-level one in last century is now the main content of closed-loop control automatic drilling. Its appearance indicates that the world drilling technology has another great development. It has many advantages, such as improving drilling speed, having smooth trajectory, having less drilling accident, reducing drilling cost etc. But several overseas companies monopolize this kind of technology by leasing their rotary steerable drilling tools but not selling them, so there is going to have significant influence for shortening distance between domestic well drilling realm and overseas to design the rotary steerable drilling tools by ourselves.The dissertation summarizes the working principles and configurations of three typical types of Rotary Steerable Drilling System in the world, especially does deep study about the principle and realization methodology of center-bias mechanism's position measurement and control.The dissertation finally completes tasks such as choosing proper hardware for the center-bias mechanism's position measurement and control system including single-chip computer, DC motor, displacement sensor, speed sensor and three-dimensional position measurement device etc, which can be all suitable for the terrible working atmosphere under well.The dissertation use C computer language to write software programs for realizing the position measurement and control very well basing on single chip of MSP430F169. In the programs, using PID control methodology and interrupt subprogram saves lots of energy and time for the whole measurement and control system. Finally analogue experiment proves the methodology, hardware and software used in the dissertation correct.
