As a marginal subject formed by some other subjects such as Geography, Surveying and Mapping, Graphics, Remote Sensing, Geography Information System (GIS) has become mature and is going forward to socialization. With the maturity of theories and technologies of data model and data structure in two-dimensional GIS, accompanied by the further development of graphics theory, the theory and technology in database and related computer technologies, the impulse of application requirement, it is possible to study and develop three-dimensional GIS rapidly. The raising of Digital Earth also make a demand of abilities of GIS to handle multi-dimensional information, so three-dimensional GIS has become an important direction in the development of GIS nowadays.Papers in the study of three-dimensional GIS development methods and the related three-dimensional GIS software, taking into account the three-dimensional GIS platform software analysis function is weak, we combine the analysis of two-dimensional and three-dimensional terrain scenes feature to provide for the three-dimensional scene space analysis function. At last we get the reality of three-dimensional terrain scenes and the macroscopic two-dimensional GIS and holistic complementary advantages. We design the system architecture that generates three-dimensional topography, which realize system and user interaction. The system architecture is divided into data layer, kernel layer and application layer. Its interface can communicate with ArcGIS Engine Development Kit. For some simple GIS features, we can direct use tool button which is provided by ArcGIS. For complex GIS functionality we use Java 3D Programming to call the function and control of the ArcGIS Engine object library.The realization of the system development using object-oriented language JAVA and JAVA 3D Programming, and it make full use of the components of ArcGIS Engine, which effectively improve the application of GIS development, and it has a good user interface and improves the functions. At last, for increasing system interactive function, designs menu, toolbar, label, scrollbar and so on, the user can operate conveniently. Through the simulation experiment three-dimensional structure of GIS system that we designed is the rational.
