The electrical power system is the lifeline system's important component, simultaneously it is one of important energy supply subsystems in modern society.The previous earthquake damage statistical results at home and abroad show that power system has a high earthquake vulnerability,and the earthquake damage of electric power facilities would not only lead to the widespread affect, but also caused considerable direct and indirect economic losses.At the same time,the function of power system during and post earthquake has a strong role to the effective implementation of earthquake disaster reduction and emergency relief operations.However,the research work of earthquake disaster emergency response and decision-making techniques in china carried out by some later, therefore,the current technology is weak,and it can not provide enough technical service plat form for the earthquake emergency rescue and decision-making.The experience learned from 5.12 Wenchuan Earthquake is that the existing earthquake damage fast appraisal model gives the appraisal result has the big error.Study on power facilities earthquake damage and its hazard rapid evaluation method,therefore,have both important theoretical and practical value.In this paper,two rapid assessment methods of power facilities earthquake damage based on vulnerability analysis are developed with the support of the "Regional seismology Emergency Basis Database" so as to reflect electric power facilities disaster information in early post-earthquake.The assessment model can calculate transformer substation system's macro-level disaster and hazard of the earthquake-stricken area in the absence of electric power facilities basis information.The full text primary coverage abstract is as follows:(1) The electrical power system and the transformer substation earthquake resistance research development,the tendency and the methods have been summarized,the domestic and foreign earthquake damage appraisal methods,the technical development and the newest progress have been summarized as well.(2) The electric power facility earthquake damage material in the past earthquake,the American California's statistical data and the domestic earthquake damage forecast achievements have been collected,then the electric power facility earthquake vulnerability major effect factor has been analyzed,followed which the main electric power facility earthquake vulnerability curve has been further studied.The transformer substation earthquake damage and the malfunction weighting factor fast appraisal method has been established in the paper.(3) According to the statistical results of the Wenchuan earthquake scientific investigation and our current code for seismic design of power facilities,a comprehensive rapid assessment methods to judge the substation damage and functional failure has been established.(4) In this paper,the importance of electric power facilities has been analysised from different angles,such as rated voltage level,planning capacity, installed capacity,the status of the power network and load-level,etc.,so as to establish a rapid assessment model of hazard that caused by the substation damage and function loss.This model make the importance of electric power facilities and the extent of facilities damage as the the influencing factors.(5) The paper reorganized the Wenchuan earthquake damage information, making 49 striken substations which voltage are above 35kv as the methods apply targed,and their earthquake damage,function failure and hazard have been evaluated.A comparative analysis has been done between the results of the assessment and the results of the survey and research.
