While gaining huge economic and social efficiency, hydropower project has certain security risks. This problem is being included to the social public security. The safety monitoring system plays an important role in designing, construction and running of the hydropower project. Through the equipment observation and the inspection visiting, it can make the measurement to the dam and other hydraulic engineering structure. To collect and analyze the information can make an objective safety evaluation to the hydropower project.With monitoring facilities' renewal and the development of computer technology, database technology, network technology and GIS technology have been improved dramatically. In view of the development and the situation of the present security monitor information system as well as the future trend and its characteristics, we need to develop a safe monitor information system which can be widely used to satisfy the market need.This paper introduces the development of hydropower safety monitor platform and the research situations at home and abroad, analyzes and does deep research on the hydropower project safety monitoring, ComGIS and the ArcGIS platform. According to current characteristics and requests of the hydropower project safety monitoring, we design the system and function with certain design basis and principles. We use ArcGIS Engine9.2 and C#.NET to develop the system, realize data management, data edition, demonstration inquiry, analysis computation, policy-making supporting, and system administration and graph output.With all monitor data of a big hydropower project as a backing, this system makes some development and exploration on GIS technology's application on the safety monitoring information system of hydropower engineering, makes full use of the safety monitoring automation system, and further improves the safety monitoring applications and management level of the hydropower project.
