With the city's rapid development and gradual improvement of road infrastructure, urban traffic density increased year by year, the noise pollution of road traffic has become increasingly serious. To control the urban road traffic noise and to improve the urban living environment effectively, it is necessary to manage and plan the urban traffic effectively, however, analyzing and predicting road traffic noise is an important means of managing and planning the urban traffic. The geography information system(GIS) which has powerful ability to process spatial data and visualize can play an important role in the management and control of traffic noise. The research integrates the prediction of traffic noise into the geography information system, and designs and develops the urban road traffic noise prediction system which is based on the GIS.This research selected the urban road traffic noise prediction model designed by Bengang Li et al as the model of the research in the basis of the road traffic of China, researching and analyzing the current research situation of domestic and international traffic noise prediction model. The traffic noise prediction system with comparatively complete functions of GIS is developed with ArcGIS Engine development Kit of ESRI, the C# programming language based on.NET, using the object-oriented programming method based on the GIS component, after the research of theoretical model, adaptation conditions and relevant revision factors. This system has the basic functions of a GIS, this system also has integrated the traffic noise prediction model into the GIS, it can not only predict the traffic noise and road traffic noise near residential areas, but also can provide many ways to display the prediction results intuitional. This system also can analyze and assess the regional environment by generating the regional environment contour, and it can intuitional show the situation of the regional environmental noise pollution of the entire city on the basis of the standard provisions of the regional environmental noise. The system provides simulation measures to reduce the traffic noise on the other side, such as building sound barrier, lawn and forest and so on, which can improve the urban traffic noise pollution, so it can provide the reference and help for city road planning and the control and treatment of traffic noise.Integrating road traffic noise prediction with GIS is an important development trend in traffic noise prediction research, because that can fully embody the efficiency and advantages of the GIS in the domain of noise prediction, and that can make up the deficiencies in data management and visualization of previous road traffic noise prediction system. This system provides a good platform for the improvement of the urban noise environment, which can allow environmental professionals to manage, analyze and assess the urban noise environment scientifically, and it can provide the basis for environmental management, planning and evaluation. So, this research has practical significance to environmental work.
