In today’s society, as industry and science and technology developed quickly, town roads and construction infrastructure has been improved gradually, the noise pollution has effected the environment more and more seriously. Therefore, how to supervise the environmental noise pollution situation and take charge of the denoising work is now an important research in the field of environment protection. Among them, the noising map which can display the distribution of noise in the real-time monitoring effectively, its unique way to show, can let user master the situation of noise pollution clearly, the application of noising map has become a main research direction of denoising work in recent years. At the same time, the geographic information system (GIS) which has the powerful space information processing power has played a very important role in the noising map application field. This research is in the platform of geographic information system and integrates the noise prediction model to design and develop a noise prediction and noising map generation system.This paper mainly analyzed the domestic and foreign research situation of the noising map and the main noise prediction method, and then used the data to validate the Kriging method, RLS90model and sound guideline model. With the result, we selected the RLS90model which had precision prediction result to develop the software. In the development, we used the ArcGIS Engine setups which from ESRI Company and the Visual Studio programming environment, using the object-oriented development method and the GIS component second development function to develop a relatively perfect function noise prediction and noising map generation system based on geographic information system. This system not only has the basic function of geographic information system, at the same time, it integrated noise prediction model, it can use the UESTC campus as the main research object for prediction calculation, and display the result with the colored map. The system also can show the noise map be in3d modes, which can facilitate further observation to spread and distribution of the no(?)se. With the platform of geographic information system for noise prediction and noising map generation, can fully embody the superiority and the high efficiency of the geographic information system, and this research method has been applied more and more in the noise prediction field. This system can make users monitor the area distribution of the noise conveniently, and for the environment workers, it also can provide the basis for the environment management, urban planning and noise evaluation. Therefore, the research and development of the system has certain practical significance to the environment.
