Study And Application Of Complex Parcel-change Management Model In Cadastral Management

With the increasingly complex market economic activities, the original cadastral applications no longer meet the current needs of cadastral management. At present, Most of the Cadastral Information Systems cann't reflect the illegal utilization of the parcel, cann't monitor the process of parcel change, cann't make the cadastral data before and after the second time the second national land survey compatible. Therefore, these systems have some difficulties in meetting the current needs of cadastral management. In addition, main of the current Web Cadastral Information Systems are weak in the function of parcel change, therefore, they cann't implement the truly online office, which is not conducive to carry out information management.The target of this study is to design a Web CIS meeting the needs of Cadastral management, which can integrate the landuse planning data and the parcel data before and after the second national land survey, support the parcel change, manage the illegal utilization of parcel and supervise the process of parcel change.Against these objectives, the paper focuses on the following aspects:(1) In this paper, the author establishes a CPCM model based on the multiple characteristics of the parcel, does the reasearch on how to express the information of parcel utilization in the CPCM model, analysis the relation between the model elements, defines the validation rules of parcel change, and gives a solutions of the specific needs in cadastral management.(2) In this paper, the author analysis the popular temporal database models, summarizes the advantages and disadvantages of them, and, then, chooses an appropriate temporal data model for the cadastral database based the cadastral data characteristics; designs the data structure to express the parcel information in the CPCM model.(3) This paper analysis the processes of parcel change, makes the service modeling and interface design, realizes the function of the parcel change on the web through the GIS Web Service technology. And eventually establishes a Web-based Cadastral Management Information System.
