Policy Performance Evaluation On Wetland Protection And Utilization

This paper tries to study policy performance evaluation on wetland protection and utilization in Wuhan city and to explore a way of improving the current performance. Firstly, this paper selects evaluation index of wetland policy based on protection and utilization in China according to the principles and methods of policy performance and the wetland characteristics. Later, it screens the index by using the method of membership degree analysis, correlation analysis and force analysis to evaluate the index system, and also, evaluates the reliability and validity of the index system. And then, it calculates the value of each index by using analytic hierarchy process, and takes Wuhan city for example, and gets the integrated value of wetland performance evaluation in Wuhan city from 1998 to 2008 compared with 1997. The result shows that, the wetland performance evaluation in Wuhan city is not well, but it is generally an increasing tendency. The result is consistent with the reality, which is the wetland policy has played a good performance conservation effort though the power of implementation is not enough. With more and more attention to wetland protection and utilization, we can expect, the wetland policy performance will continue to rise. With the utilization on wetland resource continuously, the wetland conservation will be a more complex process, and the rising trend will be more gently.
