Qingdao City, Wetland Protection, Public Policy Research

Wetland is a special ecosystem,which has independent function and is known as the three major ecosystems with forests and oceans.The ecological functions of wetlands play an irreplaceable role in the harmonious development between man and nature, sustainable socio-economic development.In recent years,with economic development and social progress,people pay growing concern on wetland ecosystems protection. Because of the man-made and natural factors,the wetland area of Qingdao is drastically reduced.Therefore,to enhance wetland protection is extremely urgent.Through the investigation of Qingdao wetland resources status and analysis of development trend,this article explains the problems existing in wetland protection of Qingdao.Such as:Development and use of land are unreasonable;the illegal hunting and over-exploitation of biological resources;the wetland ecosystem changes because of pollution;biodiversity index dropped;Wetland management institutions and systems are not sound;the protection and management funds are not included in the financial plan.In response to these problems,combined with the development prospects of ecological construction in Qingdao,this article brings up that the strategic thinking for wetland protection and rational use in Qingdao should make two stages:The first stage focuses on containing the area decline in wetlands because of human-made factors,accelerating the building of protected areas of wetlands resources and establishing the demonstration zone of degraded wetland restoration and rational use.The second stage focuses on establishing a much sounder,more scientific and standardized wetlands protection and management system in order to protect the wetlands and biodiversity effectively.At the same time strive to restore the degraded wetlands to ensure that wetlands can play a significant role in ecological,economic and social benefits.It is the key way to strengthen the protection of wetland resources that the acceleration of legislating local wetland protection laws;the establishment of an effective mechanism for the management of wetlands;the introduction of wetland restoration and protection policy.Finally,this article puts forward the measures and proposals depend on the strategic thinking and development way.
