With the development of science and technology, the lack of resources emerged as a major issue, so the oil resource, which is the essential resource of the development of national industry and improvement of the people's living standards, have played a important role. The offshore platform is the infrastructure producing oil, so the safe level of platform affects not only human's life but also the development of the country. Structural reliability optimization method always was based on cost - benefit theory since determining security level of offshore platform structures should achieve maximum profit and determin the rational security level for Structural design. Mean the while, Marine environmental pollution has become increasingly serious, offshore platform in case of failure often associated with serious oil spill pollution, so environmental pollution cost caused by platform of failure should take fully consideration during the cost calculation. The study will focus on:1. Evaluating the cost of pollution caused by fuel leakage failure occurs when the platform fails, determining a reasonable method of pollution cost calculation models.2. Building up an Offshore Platform life-cycle cost model (OPLCM) complemented with failure cost model (FCM) based on established marine oil pollution cost model (MOPCM); providing a calculation method based on existing research results.3. Calculating and analysis optimal reliability index of axial tension member based on platform entire life cycle cost calculation model and investing-return principle; Comparing results with calibration method, the results suggesting the optimized reliability index is much similar with calibration method.In conclusion, in this paper we build a primary model for cost calculation, providing a reference point for determining the target reliability index of offshore platform.
