Caculation Of The Economic Loss Of China's Township-village Industrial Enterprises' Pollution

This paper is a sub-project of nderstanding and Improving the Environmental Performance of China Township-Village Industrial Enterprises (TVIEs) a project cooperated by Policy Research Center for Environment and Economy of SEPA and World Bank. The content of the sub- project is to calculate the economic loss of TVIEs pollution. The paper extensively summarized the character of TVIEs, their situation of economic development and environmental pollution. From these above, we know that, to solve China environmental problem at present, TVIEs are the most important problem. It is necessary to know the economic loss of TVIEs pollution. This work has great practical significance under such severe pollution situation. It help us to know the extent of damage caused by TVIEs, so as to attract the attention of the policymaker and plant manager. Meanwhile, the work that analyzed the damage extent of various type of pollution helps us to solve the main pollution problem. National or international experts and institutes have done a lot of work and gained fruitful achievement on calculating the whole nation, area or plant economic loss of pollution. For economic loss of TVIEs pollution, only Institute of Environmental Health Monitoring systematically calculated the economic loss of health damage caused by pollution of ten township-village industries. Until now, the whole nation economic loss of IVIEs pollution has not been calculated. So my research is a creative work. After reading a great deal of reference material, I determined the method and route.of calculation. The main approaches are Marketing Price Method, Cost of Illness, Opportunity Cost Method, Befit Transfer Approach, and Anti-pollution Cost Method. The route of calculation is to calculate the economic loss of air pollution, water pollution, and solid waste pollution according to the pollution acceptant. The economic loss of health damage is the result of air pollution and water pollution, and this part is calculated separately. The paper calculated the economic loss of TVIEs pollution for three years (the year of 1989,1995 and 1998). The economic loss of pollution for three years respectively is 22.54billion yuan(19S9),155.48 billion yuan(1995), 122.29 billion yuan(1998). The proportion of economic loss of IVIEs pollution in GDP respectively is 1.43%(1989), 2.71%(1995) and l.54%(1998), presenting a trend from increase to descent. This indicates the effectiveness of environmental management. Comparing with present research result, I think the contribution rate of IVIEs?pollution for the economic loss of the whole nation is at least 50%. In the total loss, the proportion of water pollution is much higher. The proportion respectively is 61.82%(1989), 64.82%(1995) and 74.36%(1998). The percentage of economic loss of IVIEs pollution in the General Industrial Product in those years respectively is 9.07%(19S9), 3.03%(1995), 1.77%(1998), presenting a trend of descent. The paper adopts the modern riangle model?environmental management method and offers a series of policy suggestion for pollution control in the end.
