From the beginning of 2013, China suffered a large area of haze weather with the different levels. Frequent haze makes a lot bad influence on people's daily life and health, which has caught the attention of the whole society generally, and aroused the public's demands for solving the atmospheric pollution, so the government determines to control the air pollution. The emergence of haze is an associated product from the economic growth and high energy consumption of China. So atmospheric pollution is full of challenges and is urgent for the Chinese government and the public. But from the point of international view, the phenomenon of air pollution is common. In fact, the developed countries like European and American have already had much mature experience about the governance of atmospheric pollution. Summing up the practice and experience of foreign atmospheric pollution, we should eliminate fog from the source, which is an urgent need for China to control the air pollution present.Based on the externality theory of air pollution, this paper researches the air pollution and the present management situation in China. The reasons of China's air pollution mainly include the failure of economic resource allocation, unreasonable energy consumption structure, the coal production process which is not environmental and waste seriously, and the exhaust emissions from motor vehicle. China has taken a lot of legal means, administrative means and economic measures to solve the problem of air pollution in our country, but China also meet many problems in the process of governance. For example, the environmental economic system has not been fully embody in promoting energy conservation and emissions reduction with the loose law, and the enforcement of government law is not strong and so on. For example, we found that the economic loss, caused by air pollution, occupied a high share of GDP in Hebei province in the process of accounting economic losses of atmospheric pollution, which means it is necessary to solve the problem of air pollution. Therefore, we can draw from the Western developed countries' successful methods of controlling air pollution by analyzing two typical cases, which are the London smog event and Los Angeles photochemical smog event. Those experiences can promote the control of air pollution, and improve the living situation.
