Discussion On Optimum Population Theory Of Sustainable Development

Population Sustainable Development (PSD) is the key content of Sustainable Development (SD) and the basic segment of the SD strategy. It's a new topic deversing researching to realize correctly the role and position of population in SD system (SDS), to cope with the relationship between population and SD, to construct a Optimum Population Theory (OPT) based on the idea of SD, whereby which we can put SD Theory into the practice of population work and head toward SD target. SDS is a profound, open and huge system that consists of intelligence controlling system, foundation system, process system, target system, etc. It characterizes as human being-oriented, hiberarchy, suitably-adjusted, etc. Human being is the subject of social and economic activities, possessing a significant and extraordinary position in the SDS that can't be replaced. The role of population presents as following: intelligent human being is the subject that makes up the controlling system of SDS, and can mediate SDS reasonably; population is the fundamental constituent ingredient of the base system of SDS, which shapes the 損latform?of SD together with resource, environment, society, economy and so on; the population indictor is a crucial standard to the process system in SDS, which reflects the process of SD. Moreover, the comprehensive development of human being and society is the central goal and final destination of target system of SDS. OPT is a constantly developing system, among which the SD OPT is the newest findings. It bases on three factors. First, it bases on the role and position of population in SDS; Second, it bases on the Marxist documents regards to three kinds property of human being: natural, social and intelligent, and Marxist economic theory concerned with the harmony between the reproduction of material resource and that of human itself. Third, it bases on Theory of Three Models of Production that argues the production of material, human beings and environment should be well-matched. And SD OPT contains the following concepts: namely modest scale and increase ratio of population is the requisite of SD; gradually increasing quality of population is the key to achieve SD strategy; proper structure and distribution of population contributes to SD; and the transformation of ideas and public participation is the essential requirement of SD. Chinese population problem is concerned with all aspects of our works. New situations challenge our population work. The aged tends to have more proportion in the whole population. Population is still too tremendous. The structure and distribution of population is not totally reasonable. In some areas population is of high denseness. And general quality of population is not high enough to meet the demands of economic advance. Therefore, the ideas and work pattern of population and family-planning policy should be significantly transformed. Thus our future population policy has some different tendency according to SD OPT. Family-planning policy should be maintained, member of population be strictly controlled.
