The ocean is one of the most important parts on Earth .The in-depth research on ocean will help us understanding the global natural resources and environmental changes as well as realization of sustainable regional development. Marine Environmental Information Systems are the power tools for helping people to manage the marine environment. During the past ten years, several Marine Environmental Information Systems have been established in the developed country, as well as in developing country. These systems play an important role in decision-making for sustainable regional development. With the rapid expansion of users Internet .Super Computer .Global Positional System and Remote Sensing , high capability Marine Environmental Information Systems will be developed rapidly and can be used widely in China .In this article , firstly , not only the hot spots of ocean research are presented but also the Marine Environmental Information Systems' founding is analyzed. Secondly, the paper introduces the world Network of Marine Observation System and their main achievements. Facing the information age, the Marine Environmental Information Systems should also absorb the article intelligence technology and virtual reality technology to serve as a Decision-Making Support System and Export System for the ocean environment study and development. Thirdly, based on Maplnfo (GIS software) platform and development languages (VB and Mapbasic ) , Marine Environment Information System in Luoyuan Bay was designed and development , then relied on GPS and RS ,ocean environment information in Luoyuan Bay was collected and managed effetely , itsaim is to provide a reasonable opinion for decision-maker on how to utilize resources and protect environment in Luoyuan Bay.
