Study On Water Environmental Management System Of Tongchuan New-District

Tongcluian New-District is a new economic and political development area, with the thought of sustainable development of environment, economy and society, the aim is to research on regional water environmental management on the base of water environment protection.Starting with the concept of water environmental system and the feature of Tongchuan New-District water environment, combining water quality and water quantity tightly, which are the basic elements of water environment system, this paper researches on regional water environmental management system, the contents of which are system analysis, system upbuilds and system decision-making. By establishing four subsystems, it harmonizes society, economy and environment of Tongchuan New-District and establishes the foundation of regional economy development.On the base of dividing Tongchuan New-District into five water environmental function areas, it assesses the water environmental quality with fuzzy comprehensive judge and takes CODcr as the major pollution factor; it quantifies the regional water demand and pollution drainage in the planning year of 2010 with gray anticipating and government decision-making.Taking the minimum sum of water wants in the planning year as the object function, the water supplying and demand balance equation and guarantee rate as the constraint conditions, it simulates and optimizes water resources distribution system with the water supply programming of "Three rivers and two reservoirs". It unites the water quality subsystem and water resources subsystem with the discarding water from the reservoir to the river. Simulating the water quality with one dimension river mode! and reservoir model, it analyzes the water environmental capacity.Based on the strategies of gross control and either all or either none treatment, taking the minimum expenses of sewage treatment and transportation as the object function and taking water balance equation and \vater quality equation as constraint conditions, this paper models on and solves the water pollution optimal management system of different controlling years. It compares the comprehensive value and relative value of the water environmental tolerance under different goals with six indexes and gets the water environment control object of the present and planning years finally.
