Petrochemical industry enterprises were important support industry in China, but serious air pollution would be brought with the development of them. The program of atmospheric environment could balance and harmonize relations of atmospheric environment, economy and society. It would make the function of the system of atmospheric environment reach optimization and realize the sustainable development of the industrial area. Shandong Petrochemical Industry was a super-huge integrated complex in China. Great pressure was caused on local environment while the enormous economic benefits were made. Especially SO2 pollution was serious that it made air quality worsened. Study of integrated renovation program of atmospheric environment would have important significance to Shandong Petrochemical Industry as well as other similar industrial areas.Pollution sources, pollution meteorological condition and topography were three main factors that influenced the ambient air quality. Topography was the leading factor of causing abominable environmental quality besides pollution sources in Shandong petrochemical industry area. Traditional air dispersion modeling was mostly under the two-dimentional space without the influence of topography considered. In this paper topography was carried to revise the traditional atmospheric diffusion. For example, the diffusion spreading tied to side direction while the pollution sources in the narrow and long mountain valley had been improved and the axle of smoke feather while it passed the isolated massif had been revised. These improvements in the model made the result of air capacity and prediction of air quality more accurate. The operation result of the improved model showed that predict value was closer to surveying value.The way and the scheme of air pollution integrated renovation of petrochemical industrial area were researched systematically in the paper, including the methods, the schemes, optimum seeking and feasibility demonstration of the schemes.There were many ways of controlling air pollution caused by 862. From pollution sources it could be roughly divide into desulfurization inside boiler and desulfurization outside boiler. In order to seek the methods and the ways of administering pollution sources suitable for Shandong Petrochemical industrial area, technique and economy of desulfurization technology used extensively in international and domestic were analyzed.CFB (Circulaiing Flued-bed Boiler), which could desulphurize by adding the lime stone in boiler, was adopted in the project of petroleum coke taking the place of oil; IGCC was adopted in coal to gas project; PC+FGD (Flue Gas Desulfurization), such as limestone/plaster wet type desulfurization, liquid spray flue gas desulfurization, electron beam flue gas desulfurization and sprayed dry type desulfurization etc., was adopted in the other projects of thermoelectricity. Desulfurization inside boiler needs less running expenses but high investment and lower desulfurization efficiency. Among the technologies of desulfurization outside boiler, the wet type is obviously higher than the dry type and the half-dry type in expenditure of investment and running, but correspondingly better capacity of dealing pollutant.On the basis of the development in the industrial area, five schemes were proposed. Some indexes, such as SO2 emission, investment, running expenses, desulfurization cost and capacity of dealing pollutant etc., were estimated to evaluate the schemes. The results indicated that SO2 emission of all schemes did not exceed air capacity. The third was the least of all schemes and its desulfurization efficiency better, but its annul expenditure of investment and running higher relatively.Three types of indexes on environment, economy and technique were chosen to set up integrated index system, which could be used to appraise comprehensive effect of all schemes by AHP and EXP.
