Study On Model Of Establishing Envirovmental Management System In Jiaxing

As is it a free will for companies to adopt ISO-based EMS and gain the certification , it's significant to research on local Enviroment Protection Bureau , as one of the interested parts , how promoting to implement EMS in the region.On the basis of investigation 110 companies at random by the means of questionaires, the paper analyses the current status of adoption and certification of ISO-based EMS in JiaXing City and finds the main reasons that many companies have no interested in adopting the system . the reasons are as follows:1. the weakness of people's environment protection consciousness;2. the scarcity of communications on environmental information;3. the failure of enforcement of some environmental regulations.To resolve these problems , the establishment of new administration mechanism for EPB is considered important . The paper trys to develop a practical management model, which describes the framework of environmental management what JiaXing EPB needs to do for encouraging the companies to implement ISO 14001 criteria. Besides, three operating procedures are designed to make administration more standardization and systemtization, which comprise environmental information exchange, compilation of environmental laws and regulations, review of consulting and certification organizations.
