A Methodological Study Of EIA On The Rural Renewable Energy Projects And Case Study

The projects of Rural Renewable Energy present friendly to environmental protection.In the resent few years, with the deterioration of rural environmental condition, our nation attached importance to the projects of rural renewable energy.Investments to rural renewable energy are increasing, and developments of rural renewable energy, which play an important role in improving the rural environment, have been made deep progress, in quantity and quality. No EIA method for projects of rurual renewable energy is available by now, however. Under this background, the EIA study of the projects of rural renewable energy has been conducted.After reviewing to general principles and current research of EIA, and references to the achievements of environmental assessment for agricultural projects, and through spot visits, investigations, and consultation to experts, this paper studies on the principal EIA method for the projects of rural renewable energy and brings about a principal index system, methods, and standards of EIA for the projects of rural renewable energy, and also gives the calculating method of main indexes of EIA for the projects. On the basis of the above research, this paper takes household biogas model of energy-ecology which is one kind of the main projects of rural renewable energy as an example to test the feasibility of the EIA method for the projects of rural renewable energy, and it achieves good results.The study results of this paper will fill in the blank field of EIA for the rural renewable energy projects and will be a useful reference for planning and evaluation of rural renewable energy projects. At the same time, the study will contribute to policy research and decision-making of rural renewable energy.
