At present, water resource shortage and water environmental pollution have already become mains factor of restricting the human development, people begin to realize that water environment is limited as resources. For sustainable development, it is more and more urgent to research water environment carrying capacity. This paper has carried on the deep discussion to the theory of water environment carrying capacity (WECC), it is analyzed that the characteristic, meaning, appraisal indicator system, appraisal indicator system and the method and model of appraising of WECC.
