Waste-water treatment for small cities is an important part of city environmental protection in China. Through analysis and comparison of wastewater treatment technologies and processes based on practical case of Boxing county Shandong province, such conclusion is got that hybrid hydrolytic tank-biofilter is an economical and appropriate waste-water treatment technology for cities, which is suitable for small cities. Operational cost is an important factor to determine whether wastewater treatment will be adopted or not. Operational cost of hybrid hydrolytic tank-biofilter is only ï¿¥0.22, which is fairly lower than other secondary waste-water treatment processes.Through research on hybrid hydrolytic tank-biofilter process, it shows that: the most suitable HRT is 4hr for hydrolytic process; CODCr and SS removal rate in hydrolytic tank is respectively ranging 43%~50% and 54%~63% when treating municipal wastewater; CODCr, SS and NH3-N removal rate of whole process is respectively 71.3% , 56% and 42.2%.Wastewater treatment for small cities is limited to fund and management. The operational consult is not gratifying even if the treatment establishment is built. Based on analysis of BOT investment model for environmental protection and normal course of WWTP used hybrid hydrolytic tank-biofilter process, it is feasible to build small city WWTP with BOT investment model which is precondition of WWTP operation. The whole course of Boxing WWTP Startup operation is 30 days, and the result is: final effluent CODCr ranging 30~60mg/L, final effluent BOD5 ranging 5~10mg/L, effluent SS ranging 10~20mg/L. The result reaches secondary standard of discharge standard of pollutants for municipal wastewater treatment plant(GB 18918-2002).
