With the rapid development of China's economy,urbanization and the continuous improvement of residents' living standards,the amount of urban domestic waste is also increasing.According to relevant statistics,China's garbage production is growing at an annual rate of 8%,while the annual utilization rate of garbage is less than 5%.Garbage pollution has become one of the top ten environmental problems in China.Domestic waste pollution is a serious threat to the city's limited resources,but also affects the health of residents and the sustainable development of the city.As an effective way to improve the recycling of municipal solid waste,garbage classification can promote the reuse of municipal solid waste and effectively improve urban environmental problems.Therefore,promoting refuse classification is a matter of vital interest to the people.From the perspective of Polycentric Governance theory,taking R city of Shandong Province as an example,this paper analyzes the work and problems of urban domestic garbage classification management in R city.The progress of urban domestic garbage classification in China is slow,and the classification effect is not ideal.small and mid-sized cities will face greater difficulties in the management of urban domestic garbage classification because of the relatively backward infrastructure,economic foundation and education conditions.At present,the urban domestic garbage classification management in small and mid-sized cities is basically in its infancy,and there are many problems in the actual implementation process.Through literature review and questionnaire survey,this paper finds out the difficulties faced by local governments in small and mid-sized cities in terms of household garbage classification management,mainly including the failure of relevant government policies,the lack of community residents' awareness of household garbage classification,and the low enthusiasm of property companies in household garbage classification.The main reasons for the dilemma of domestic garbage classification management in small and mid-sized cities are as follows: firstly,the management system is not perfect,and the policy measures are not operable;second,the publicity and education is insufficient,which does not form a wide range of social impact;thirdly,the property company is lack of supervision and guidance,and there is no incentive and assessment mechanism for District garbage classification management;fourth,the financial support is not enough,It has not yet formed a complete garbage sorting and recycling system.According to the difficulties and reasons of the domestic garbage classification management in small and mid-sized cities,this paper puts forward countermeasures from the perspective of government led and social cooperation,and provides reference for local governments in small and mid-sized cities to comprehensively and deeply carry out household garbage classification management: the government should play a leading role,formulate sound policies and regulations and management system,carry out publicity and education through multiple channels,and promote the management of domestic waste in small and medium-sized cities The government should give full play to the social synergy,improve the residents' awareness of domestic garbage classification,supervise the community to actively participate in the domestic garbage classification,develop volunteer services,and mobilize all social forces to participate in the domestic garbage classification;the government should guide enterprises to give full play to their advantages,and through the cooperation of the government and the community Enterprises should be guided to actively participate in domestic garbage classification by purchasing government services and introducing relevant preferential policies.
