Urbanization is becoming the main tendency in nowadays' social-economic development times. It acts an important role in helping the social-economic development down a balanced and all-round way. At the same time, a great deal of high quality cultivated land has been destroyed. Once it had been destroyed, the loss can't be fetched up simply by break fresh ground. More noticeable, in the name of "land consolidation" and "land transfer", much high quality farmland in urban or nearby had been legally occupied. Many peasants lost their land because of building all kinds of "development zones". They had to leave their home to look for a job in the city. The phenomenon called "appealing to the higher authorities for help" or "resisting confiscation" does not take place by accident. That's why the contradiction between human and land become more and more serious.Aimed at the more and more acute contradiction in nowadays' speedy urbanization, based on the designing of two kinds of land quality evaluation index system for agricultural environment and residential environment, the paper gives a double-evaluation for both agricultural and residential environment aspects. The evaluation follows the theory of "both benefits", that is, "protecting high quality cultivated land and beautifying residential environment". Such evaluation finds a correct way to allocate land resources and can solve the problem between city building and cultivated land protecting. On basis of double-evaluation, under the support of GIS, ISOALR (Information System for Optimal Allocation of Land Resources) was built. Three towns were selected for a test. Danghu town, a typical town in water-net plain, Cicheng town in the transition area between water-net plain and coastal plain, as well as Dancheng town in coastal plain. The satisfying result indicates that ISOALR should be popularized and utilized expediently and can provide scientific support for optimal allocation and rational utilization of land resources. Main contents of the study are: Based on the agricultural environment condition for the growth of paddy, those steady characters ingeography and physics aspects of the land that can be measured were selected as evaluation factors.The land quality evaluation index system for agricultural environment was pointed out, and thepractice and applying test were performed.Based on traditional architecture, the ancients' experience in residence place selecting was combined with the knowledge of modern times geography, landscape architecture, ecology, psychology and aesthetics. The land quality evaluation index system for residential environment was designed, and the feasibility was tested.A case study in Danghu town, Pinghu city, double-evaluation was made out. On the direct of the "both benefits" theory, land resources were allocated rationally and the contradiction between land protecting and city building was solved there.The ISOAIR was developed on Maplnfo 5.0, Microsoft Visual C++6.0 and MapX4.5. It have main function of GIS, especially it can accomplish land quality evaluation for both agricultural and residential environment evaluation and offer their zonation.Tests were actualized in Danghu, Dancheng and Cicheng, which are the delegate towns in the water-net plain, coastal plain and their transition area. The result was satisfying.
