Xingkai Lake Nature Reserve was firstly established in 1986 and promoted to national class protected area by State Council in 1994. With the total area of 222,488 ha, its main purpose is to protect the of valuable and rare wild animals and plants species, and forest wetland eco systems. In 1997, it became a member of Conservation Web of Northeast Asian Crane, and in 2002 was listed as an international important wetland. Due to its significance for conservation, China and Russia signed an agreement, "The Treat}' of Xingkai Lake International Nature Reserve" in 1996.In this paper, the status of Xingkai Lake National Nature Reserve was introduced detaily. And it probed and analysis on the existed problems and the reasons including wetland reclamation, nonconforming building, windblown sand erosion, resources utilization, tourism management. This will provide the basic information for solving these problems.Meanwhile, this paper also discusses the management model and operational mechanism for the resenve it also demonstrates in detail a series of key projects such as ability construction return farmlands to forests or wetlands, windblown sand control, inhabitants' emigration from central zone, roads planning. Finally, it gives some own opinions and suggestions about functional zones division, ecotourism, construction of Xingkai Lake International Nature Reserve, etc.This paper was accomplished on the basis of writer's experience and exploration on practical problems which often happen in the management. The conclusions will give the guidance for building regulation, biodiversity conservation of wetlands, sustainable utilization of resources, construction of international nature reserve.
