With the high convergence of urban population and rapid development of coastal area, more and more pollutants are discharged into the sea, which makes great stress on the environment and causes negative ecological effect, especially in the semi-enclosed bay.Anhai Bay, a typical semi-enclosed bay, was taken as an example in this research paper. Before the environmental capacity research, detailed data of society, economy, pollution source, and environmental quality were collected and analyzed, the main environmental problems were summarized.According to the economic developing status, the city planning, the ecological stability of the bay and different hydrological conditions, the Anhai Bay was divided into four masses. A two-dimension numerical simulation model was built to calculate the environmental capacity of each mass.Secondly, several discharged outlets' position and discharged methods were compared and optimized considering the factors of hydrogeological condition, water deepness,ecological quality status and investment. According to the optimized wastewater discharge position and method, the pollutant loading capacity of Anhai Bay was calculated and the contamination control project was brought forward.At last, according to the social ecological developing status and planning, based on the research rusult of environmental capacity and loading ability, the planning of regional industrial distribution, wastewater system setting and integrated environmental treatment was put forward. The planning will contribute to area pollution control and ecological restoration of Anhai Bay.
