In the research of environmental problem, the study on the environmental evaluation is active. At present, environmental influence evaluation has been considered as one of the three trumps in the environmental management of constructive items. In the past 20 years, it carried out the national policy of "Protecting Environment"; pushed the environmental management guideline of "Major in Preventing, Connection of Preventing and Curing, Utilizing synthetically"; put forward scientific according as optimizing location, rationally arranging and best productive design for the constructive items; thus operated positively in the control of new pollution and curing of old pollution.In the research of this study, a systems analysis was carried out for the constructive item of building a large coal-burning boiler in Tuqiang District. General analyze, forecast and evaluation were processed on the possible environmental influence when the boiler house was under construction and operation combining general heat supply act of Daqing petrolic authority of 2002.According to the characteristics of constructive item, contamination producing and letting, considering the request of environmental function of constructive area, the degree and range of the environmental influence on the item construction were studied mainly and relevant measurement of pollution prevention was brought forward; such conclusions were obtained as follows.To avoid the air pollution produced by the item construction, strict measurement for smoke management must be adopted. A management act for dedust and desulfurize of dry-damp two-step combined method was brought forward when the efficiency of smoke dedust and desulfurize were 98% and 80%.On the precondition of carrying out smoke management measurement, the influence of smoke of the environment was studied when the boiler was in operation on the condition of wind and bad weather. The results indicate thatwhen windy the SO2 NO2 and smoke let by boiler has little influence on the environmental air in the area of project location. But when in smog, the influence on the surrounding air increased. The Chaoyangcun, at a distance of 2117m to the station, the dense increase of contamination was more obvious, but the contributive value was smaller: the contributive value of SO2 is 0.0097mg/m3; smoke is 0.0155 mg/m3; NO2 is 0.036 mg/m3. On the condition of accident the dense increase of contamination was more, and it was when the smoke dedust efficiency above 94.7% that the letting dense of smoke of GB13271-2001 was satisfied; the limited two class density was 200mg/m3. So the equipment of dedust must be administered to ensure its operative efficiency, avoiding air pollution.The research results also indicate on the precondition of carrying out environmental protecting measurement, the contamination let by boiler house construction was able to be accepted by existing environment. From the point of view on environment protection, the select of plant location of this item was feasible.
