| Sustainable Development is a new kind of development strategy when the existing of human being is facing with the serious controlling of resources . In 1992 , on the Conference of International Environment and Development , hundreds of governors gathered together and discussed the problem of sustainable development . Then we worked out "The Chinese Proposal In The 21st Century " , which required all parts of our country carry out the strategy of sustainable development into their local development projects . However, how do the people make their sustainable development in Wulanchabu League whose resident and finance is poverty ? The author thinks it is essential to find the problems and solutions on the basis of investigating and studying sufficiently according to the directing of proper thoughts .Deng Xiaoping is the designer of the policy of Reformation and Opening and our modernization .He paid all his life for the Chinese improvement and development . We can benefit from studying the sustainable development thoughts in Deng Xiaoping ' s theory , which is necessary to solve a series of problems in Wulanchabu League' sdevelopment . According to these thoughts , the author analyzes the government' s report and development projects , especially the strategy of ' JinTuiHuan' , which has been carried out in Wulanchabu since 1994, investigates all kinds of documents and finds the problems existing in Wulanchabu League . Thus the author bring up a series of solutions .The first part : generalizes the contents , origin and value of Deng Xiaoping' s thoughts about sustainable development in order to guide the development of Wulanchabu League. Deng Xiaoping thought that sustainable development is a kind of comprehensive , consistent one . In order to make development sustainable , we must draw up the strategy of sustainable development .The stress of this strategy is agriculture , energy and transportation , education and science . The goal of the strategy is to promote the comprehensive development of the human being on the base of the coordinated development of human being and environment .Deng Xiaoping' s thoughts about sustainable development came from Marx' and Engels' development opinion . His opinion is also coordinated with the requirements of protecting environment which are put forward by the Green Parties ,etc.The second part : Contrasting with the real situation in Wulanchabu League , the author analyses the main problems which exist in Wulanchabu League when it draw up and put into practice the strategy of ' JinTuiHuan'. The governors regard the development asthe increases of production in agriculture and husbandry . It is this opinion that leads to ignoring the development of industry , urbanization , education , science and morality. All of these have prevented the industrialization of agriculture and husbandry fromtcontinuous development for being short of intelligent and systematic support .The third part , puts forward efficient solutions to those problems . Firstly, we should woke out a scientific project with the guide of Deng Xiaoping' s thoughts about sustainable development . Secondly, develop education and science greatly ; Thirdly , strengthen the construction of morality and improve the credit situation . From above analysis she find the system is the common obstacle which Wulanshabu League has met with in the economic field , the political field , civilization and environment, etc . we must innovate the system in every field in order to make the Wulanchabu League' s development sustainable.Conclusion : The problems in development only can be solved bydeepening reformation .
