The integration of wastewater treatment and reutilization bridges the social an nature cycles of water .To accelerate the progress of urban wastewater resource utilization and solve the problem of severe deficiency of water resources and to guarantee the sustainable exploitation and utilization of urban water resource, the following problem must be solved through the study.1 . Establishment and maintenance the beneficial cycle of urban water use.To minimize the disturbance of social water cycle on natural water cycle is the sole choice to maintain the continuing utilization of urban water resource and sustainable development of human being. The chief approach of establishing the beneficial cycle of urban water use is the restrictive usage of urban water.2, The healthy cycle of urban water use should have such merits as normal water constituent ,wholesome water function and integrity of cycle progress.3, Wastewater resource utilization is the necessary way of restrictive urban water use. Therefore, wastewater resource utilization is undoubtedly the feasible strategic policy to protect environment and to exploit and utilize water resource.4 In order to realize wastewater resource utilization and continuous use of water resource,it is necessary to determine rationally the quantity of the regenerated water according to the future urbanization level and overall industry arrangement. Therefore,it is also one of the important issues to find the rules of urban water use and develop the predictive models of future urban water demand. On the basis of these analyses of Cangzhou,a combined predictive model of BP neural network-gray has been put forward to predict the urban wastewater quantity and wastewater regeneration demand, taking the existing problem of traditional water demand predictive methods into consideration.
