Bazhong Medical Wastes Management Research

Medical Wastes contain a large number of pathogenic microorganisms and chemical medicament, and with some hazardous characteristics, such as air contagion, acute contagion and latency contagion, the harms of which is tens times even hundreds times than the municipal wastes. Due to the specialty of the medical wastes, all the countries in the world highlight its management and treatment. Early in 1960s, a sound scientific management system for medical wastes had been established in the developed countries.The startup of medical wastes management in China is late, most of the hospitals are still using the small incinerators to burn the medical wastes, which generate secondary pollution. Only few big cities in China have constructed Centralized Medical Wastes Treatment Center, almost of the provincial and prefecture cities have not set up the centralized medical wastes treatment facilities, moreover the health administrative departments at different level have not commenced to concern about the scientific and reasonable disposal of medical wastes in rural area.Some of the medical wastes are used as the raw materials of other industrial product illegally in China, which make the treatment of medical wastes more difficult. The incinerator with millions investments has been unused, on the other hand, the medical wastes from the health facilities have not been disposed properly. This confliction is not only technical issue, but also the establishment of medical wastes management system.Based on Bazhong Medical Wastes Management Survey, this thesis studies on the current situation and development trend of medical wastes management in China, how to integrate the medical wastes management into rural health reforming, typically the medical wastes management in rural area, and how to establish and perfect a sound system of centralized medical waste collection, transportation and treatment. The thesis raises reasonable recommendations from the point of views of policy developing, administration and art technology. The recommendation about funding the medical wastes management in poverty areas has been raised as well.Since the State Council issued Medical Wastes Management Regulation in June 2003 to the issue of Health Facilities Medical Wastes Management Regulation on 20th Sept. 2004 by MOH, the central government issued a number of medical wastes management policies, regulations and technical criteria in such a short time, furthermore, Health Facilities Medical Wastes Management Regulation regulates if the health facilities discharge the medical wastes not abiding the regulation, mostly will be economical penalty ï¿¥30,000yuan, and requests all the cities at prefecture level have to construct the Centralized Medical Waste Treatment Center within a year, and county level cities within tow years. The issue of these regulations indicates this thesis is at the right time.
