The ANSEA Approach System For Decision-making Institution Of China

Analytical strategic environmental assessment (ANSEA), as part of SEA system, concentrates on the integration of environmental objectives into decision-making process, Which can make the government's decision more efficient and scientific. This paper aims to set up a systematic framework of ANSEA which will be fit for the situation of our China and also can perfect the SEA system. Below are few main facets in this theme:1. After introducing the concept, system and development condition of SEA in oversea countries, this paper makes conclusion about its developing trend and choke points.2. With analyzing the government decision-making institution of China, this paper illuminates the feasibility and validity of introducing the ASNEA approach into our country.3. Based on the developing condition of SEA in oversea countries and the situation of our China, this paper predicts that what kind of problems will happen. On the other hand, this paper also puts forward some terms for applying the ANSEA approach in China.4. After modifying and detailing the initial ANSEA approach, this paper sets up a special ANSEA system for China.5.
