Research On Strategic Environmental Assessment Methodology System

Since the concept of Strategic Environmental Assessment was put forward, quite a few researches on theoretical system and methodologies of SEA have been carried on internationally. Most of developed countries and some developing countries have constituted formal system on SEA in some fields. However, present methodologies still follow the thought of conventional project EIA, they cannot incarnate integrated decision function of SEA. Therefore, research on Strategic Environmental Assessment Methodology System has theoretical value, but also operation significance.Based on the present situation of theoretical method study on SEA, firstly, the author analyzed the connotation and naissance reason of SEA in this paper. Secondly, the author overviewed the present situation of theoretical research and practice on SEA at home and abroad. Thirdly, SEA system and its work procedure were discussed in this paper. Then the author studied routine methods used in the work procedure of SEA, and compared the relative merits of these methods. Furthermore, this paper constructed a normative SEA methodology system, which consists of general method, common method and concrete method. Lastly, the author respectively performed SEA on Hefei urban development planning and Hunnan new district planning in Shenyang with this normative SEA methodology system and some routine methods, as a result, some effective conclusions were acquired.Anything in the world is evolving endlessly. Along with continual variation of social environment and in-depth study on SEA, SEA methodology system would be perfect surely, so that it can be an effective tool for improving decision-making in the future.
